Senior Hold: investment-scam triage and FINRA 2165 hold records for small broker-dealers
Flags outgoing transfers that look like scams targeting older clients and documents the hold. Broker-dealer compliance teams pay.
Early · FTC: senior fraud losses up fivefold
Written for: Small startup team
Next step
Call the chief compliance officer at an independent broker-dealer with about 200 reps. Ask how many Rule 2165 holds they placed last year and how each one was documented.
Why now
The FTC told Congress that fraud losses reported by older adults rose from $600 million in 2020 to $3 billion in 2025, driven by investment scams. Under FINRA Rule 2165, broker-dealers may place temporary holds and must document why. Large firms have fraud teams for this. Independent broker-dealers with 100 to 500 reps usually do it from email threads and memory.
What became possible
Nothing new technically. LLMs can now read advisor notes, client emails and transfer requests together for a few cents per review, and they can spot coaching patterns that rules miss.
Two ways in
- Transfer triage
Scores each outgoing transfer or liquidation request using client age, past behaviour, destination and the language in advisor notes. Suggests a hold and drafts the trusted-contact outreach.

A record of each Rule 2165 hold: the reasons, the contacts made and the timeline, ready for exam review.

Competition
I found no product built for compliance teams at small independent broker-dealers that scores outgoing transfers and liquidation requests for scams targeting older clients and also keeps exam-ready Rule 2165 records. Those records would cover the reasonable-belief finding, who authorised the hold, the trusted-contact notice due within two business days, and the reasons for any extension.

Existing products sit on either side of this. Carefull and EverSafe monitor older people's accounts and alert families, and reach advisors through clearing firms and wirehouse programs. NICE Actimize and Verafin sell elder-exploitation analytics to banks at enterprise prices. Terrapin only covers keeping trusted-contact records. Large firms such as Wells Fargo build their own tools. A new entrant could win by giving firms with roughly 50 to 500 representatives a lightweight triage tool plus a ready-made hold file that maps directly to Rule 2165(b) and (c) and to examiner requests. Reading advisor notes for warning-sign language is a further point of difference, since the incumbents I found score transaction patterns. One timely opening: SR-FINRA-2026-018 proposes a new, streamlined Rule 2166, so firms will need to update their procedures and records. A product released alongside that change could get in early. The risks are that Carefull or EverSafe add a records module and push it through clearing firms such as Fidelity or Pershing, that clearing firms build hold tooling themselves, and that small firms spend little on compliance and place holds rarely. The record-keeping side alone may be too thin to charge much for without the triage.
- Carefull (GreyMatter, and Carefull for Financial Institutions through CSI)
Carefull's AI elder-fraud product launched in October 2025 and is sold to financial institutions. It learns each person's normal behaviour and flags scams in real time. This is the closest match to the scoring idea. It is sold mainly through bank and credit-union channels such as the CSI core-banking partnership, and I found nothing showing a Rule 2165 hold record or a workflow built for broker-dealer compliance teams.
- EverSafe
EverSafe monitors older people's accounts for suspicious activity and sends alerts to trusted contacts. It is already distributed in the advisor channel through Fidelity Clearing & Custody, Raymond James and Morgan Stanley advisor programs. The product is aimed at consumers and families, not at a compliance team's triage queue or hold records.
- NICE Actimize elder exploitation analytics
NICE Actimize is a large fraud and anti-money-laundering vendor. It markets behavioural analytics and anomaly detection for elder abuse, but it is aimed at banks and priced for large institutions, not small independent broker-dealers.
- Nasdaq Verafin
Verafin covers elder financial exploitation trends as part of its anti-money-laundering and fraud investigation platform for banks. Nothing I found points to Rule 2165 hold tooling for broker-dealers.
- Terrapin Technologies
Terrapin markets software that manages and tracks trusted-contact information under FINRA Rule 4512. That is next to the hold-file idea, but I found no scam scoring or hold case management.
- Wells Fargo in-house senior account monitoring
An example of a large wirehouse building its own behaviour-based abuse detection for wealth accounts, reported in 2016. Large firms tend to build this themselves, so the opening is at small firms that can't.
- General broker-dealer compliance suites (Global Relay, Smarsh, Process Street and others)
These are the compliance vendors small broker-dealers already pay for: communications archiving, supervision and workflow tools. None that I found sells a dedicated module for senior holds and trusted-contact outreach. Any of them could add one.

Risks
- Weak link to anything that changed today. The pain is real, but there is no new technology trigger
- Custodians and clearing firms may provide this to their broker-dealers
- False positives annoy advisors and clients
- Liability if a flagged transfer goes through anyway
Strong tech readiness and team fit; open space is the weak point (5).
