Return Path: refunds, recalls and proof of receipt for stablecoin payouts
Dispute, recall and proof-of-receipt workflow for stablecoin B2B payouts. Payout platforms on Mastercard-BVNK or Visa rails pay.
Early · Visa, Mastercard stablecoin payouts go live

Next step
Call the head of payment operations at a mid-market B2B payout platform that already sends through BVNK (a Rapyd- or Payoneer-sized operator). Ask them to walk you through the last stablecoin payout a beneficiary said never arrived: who handled it, how long it took, and what evidence they had.
Why now
Volume is moving from pilots to production at the two largest card networks this quarter. PYMNTS describes the exact failure: a $500K payout is confirmed onchain, and the supplier says it never arrived. With USDC's 'significant' status in the EU starting November 12 and Circle entering 40 new markets, more B2B corridors will use stablecoins before anyone has a standard way to get money back. Both networks are focused on the rails, so recourse is open. Whoever holds the case record and the beneficiary's signed acknowledgment becomes the system of record for disputes.
What became possible
Mastercard now offers fiat and stablecoin payouts through a single API built on BVNK, and Visa Direct's stablecoin payouts are in commercial deployment. Settlement takes seconds and is final. That means the old safety net is gone: no chargebacks, no SWIFT-style recall, and no network-run dispute process.
Two ways in
- Return Path case desk
Before sending, it confirms the beneficiary owns the receiving address (signed challenge plus a sanctions and address screen). After sending, it collects a signed receipt that links the transaction hash to the invoice. When a payment is disputed, it runs the recall request, tracks the counterparty's response and logs the refund. The result is an evidence file that both operations and compliance can use.
- Customer
- Payment operations teams at mid-market B2B payout and cross-border platforms using BVNK, Visa Direct or Circle rails
- Model
- Platform fee plus a per-payment charge for receipt capture and a per-case fee for disputes
- Receipt Proof API
A lightweight API that payers embed. Beneficiaries sign an acknowledgment tied to the payment reference, producing a portable proof of delivery for auditors and trade-finance counterparties.
- Customer
- Treasury teams at importers paying overseas suppliers in USDC
- Model
- Per-receipt pricing with volume tiers
Competition
The check before sending is largely taken. Notabene and 21analytics sell signed-message wallet ownership proofs, payout rails like Tazapay, Iron and Circle Payouts already require them, and sanctions and address screening is a commodity.

The check before sending is largely taken. Notabene and 21analytics sell signed-message wallet ownership proofs, payout rails like Tazapay, Iron and Circle Payouts already require them, and sanctions and address screening is a commodity. A new entrant should integrate these checks rather than compete on them. What looks open is everything after the money moves. Circle's Refund Protocol and Coinbase's Commerce Payments Protocol only cover refunds for payments routed through escrow contracts. Circle Payments Network offers RFIs and cancel notices, but I found no workflow for recalling funds that have already settled to a plain wallet, tracking the counterparty's response, logging the refund, and packaging all of it as an evidence file that both operations and compliance can use. Industry guides cover the problem but name no tooling for it. The same goes for the Receipt Proof API: Request Network links invoices to payments, and best-practice guides recommend matching transaction hashes to invoices, but I found nothing that collects a receipt signed by the beneficiary and tied to the payment reference as a portable proof for auditors or trade-finance counterparties. The opening is a dispute and evidence layer for platforms that use several rails, one that stays neutral across BVNK, Visa Direct and Circle. The main risks are that Mastercard (now owner of BVNK), Visa or Circle build returns tooling natively, and that a signed receipt is only worth something if trade-finance banks and auditors accept it, which may require plugging into existing trade documentation standards.
- Circle Refund Protocol
Open-source smart contract from Circle (April 2025) that adds escrow, lockups and a limited-power arbiter to ERC-20 payments. It handles disputes only when the payment goes through escrow, not recalls of funds already settled to a wallet, and it has no ops case desk.
- Coinbase Commerce Payments Protocol
Open-source protocol on Base with authorize, capture, void and refund operations through escrow, built with Shopify. It is aimed at merchant checkout rather than B2B payout recalls or proof of receipt.
- Notabene self-hosted wallet verification
Travel Rule vendor with an SDK and embedded components for proving wallet ownership by signed message, micro-transaction, screenshot or self-declaration. This covers the before-sending ownership check.
- 21analytics (signature proof)
Travel Rule software with signature-based and visual proofs of self-hosted wallet ownership. Another existing provider of the ownership check.
- Tazapay wallet beneficiary verification
Payout platform that requires a signature from self-hosted wallets before paying out. This shows payout rails are building ownership checks themselves.
- Iron self-attested wallet registration
Stablecoin payments API that requires a signed proof-of-ownership message for self-hosted wallets, and the VASP's DID for hosted wallets, before they can be used.
- Circle Payments Network
Circle's institutional payout network with RFI compliance checks, encrypted Travel Rule messaging between institutions, and confirmed or cancelled webhooks. No dedicated recall or refund case workflow was found in the docs.
- Request Network
Crypto invoicing and payments platform for finance teams that links payments to invoice requests on an immutable ledger and offers audit trails and accounting integrations. It is the closest existing match for invoice-linked proof, but no beneficiary-signed receipt was found.
- Visa Direct / BVNK (now Mastercard)
The rails this product targets. Mastercard completed its BVNK acquisition in August 2026 and Visa is running an RFP for a new settlement partner. Either network could build native dispute and returns tooling.

Risks
- Mastercard or Visa builds a dispute process into their own APIs and makes a standalone tool redundant
- Early stablecoin payout volumes may be too small to justify a separate vendor
- Recall rights for final settlement are legally unclear, so a 'recall' may only ever be a polite request
- Each rail needs its own integration, which slows a 3-person team
Strong team fit; market pull is the weak point (6).
