Peppol Pay: embedded e-invoice receive-and-pay for vertical SaaS in Europe

An API that lets vertical software platforms send, receive and pay mandated EU e-invoices. Platforms pay per invoice.

Competitive · EU e-invoicing mandates, CapitalOS raise

Written for: Small startup team

Next step

Call the payments product lead at a Belgian or French vertical SaaS serving construction or field-service firms. Ask how they plan to handle inbound mandated e-invoices for their customers, and whether they would sell bill pay on top.

Why now

CapitalOS raised $21.9M on the idea that vertical software platforms want to offer cards and bill pay to their SMB customers. Coast raised $35M for physical-economy payments. The e-invoicing rollout gives those platforms a deadline. Their customers must exchange e-invoices whether they want to or not, so the platform that handles it can also take the payment.

What became possible

Not a model advance. EU mandates are putting invoice amounts, tax details and references into defined fields. Once invoices arrive structured, paying them needs matching and approval logic rather than OCR. An LLM can then handle the leftover exceptions cheaply.

Two ways in

  1. E-invoice inbox API

Receive and validate mandated e-invoices for a platform's SMB customers and turn them into payable bills inside the host software.

    Customer
Payments product leads at European vertical SaaS (trades, construction, hospitality)
    Model
Per-invoice fee plus a share of payment revenue
  2. Exception agent

An LLM that resolves mismatches between e-invoice and purchase order, such as partial deliveries and price changes, and drafts the supplier query.

    Model

Competition

Competitive

The Peppol routing layer is close to a commodity. Storecove, e-invoice.be, Recommand, Flowin, B2Brouter, SendPol and others already offer send-and-receive APIs at a few tens of cents per invoice, and Flowin charges per customer instead of per document.

Full competition notes (14 competitors)

The Peppol routing layer is close to a commodity. Storecove, e-invoice.be, Recommand, Flowin, B2Brouter, SendPol and others already offer send-and-receive APIs at a few tens of cents per invoice, and Flowin charges per customer instead of per document. A routing fee alone will earn little. Embedded receive-and-pay already exists: Monite sells Bill Pay with Peppol receiving to platforms, and Digiteal combines a Peppol access point with payments for software vendors. The remaining openings are narrower. First, vertical depth. Construction and trades invoices involve partial deliveries, progress billing, retentions, variations and supplier price changes, which generic tools match poorly. Neither Monite nor Digiteal shows vertical customers. Second, countries arriving now. France's receiving requirement starts in September 2026, Poland's KSeF has applied since February 2026, and Germany uses ZUGFeRD and XRechnung. Monite's listed coverage is only Belgium, Germany and the Netherlands, so one integration covering all of these could win. Third, owning the payment and taking a cut of payments or financing rather than charging per invoice. The exception agent overlaps with three-way-match agents from Spendflo, Beam, Phacet and Peakflo, but those sell to mid-market and enterprise finance teams. An agent tuned to vertical document types and sold through the platforms is still open. The main risk is that Monite, or a Peppol-only API teaming up with a payments company, adds these features first, so a new entrant would need to lock in a few vertical platforms quickly.

  • Monite

Closest match. Sells an embedded AP and Bill Pay API to B2B platforms and SMB-serving software. Its docs say entities registered on Peppol through the API receive supplier e-invoices and credit notes into the platform. Listed countries are Belgium, Germany and the Netherlands, plus ZUGFeRD by email in Germany. These docs were found on docs2.tesouro.com, an unusual domain, so they should be checked against Monite's own documentation. No vertical-specific customers found, and the results did not confirm that received invoices flow directly into Bill Pay.

  • Digiteal

Belgian certified Peppol access point with an API for software vendors to send and receive invoices, plus card, account-to-account, QR and payment-link payments. Charges software providers a €365 integrator setup fee plus pay-as-you-go on successful payments. Built into the Adfinity (Easi) accounting software.

  • Storecove

Developer-first Peppol API that also offers access point as a service. Ranked for SaaS and ERP vendors operating across several countries. Handles routing only, no payments.

  • e-invoice.be

Pay-per-invoice Peppol REST API for software developers, about €0.18 to €0.25 per invoice. Shows how low routing-only pricing already is.

  • Recommand

Peppol API with a free tier of 25 documents a month, then €29 to €99 monthly plans with per-document overage of €0.10 to €0.30. The pricing figures come from a third-party GrandTotal article, not a Recommand page.

  • Flowin

Peppol send-and-receive API aimed at SaaS platforms and ERP or CMS systems. Charges software companies per customer rather than per document, which competes directly with per-invoice pricing.

  • B2Brouter

E-invoicing API for developers covering Peppol BIS 3, PINT, XRechnung and FACe. Lets ERPs issue and receive e-invoices. No payments.

  • SendPol

REST API with webhooks that converts invoices to Peppol BIS 3.0 UBL and sends them through a certified access point. Operates in Belgium, Luxembourg, Germany, the Netherlands and France, from 9.99 a month flat.

  • Charted

ERP-native e-invoicing that receives e-invoices directly into an AP inbox as part of its Invoice AI product. Belgium launched in May 2026 with more EMEA countries planned. A product feature, not a public API for platforms, and no payments mentioned.

  • Spendflo three-way match agent

AI agent that matches purchase orders, receipts and invoices and explains exceptions. Sold to mid-market and enterprise finance teams, not embedded in vertical software.

  • Beam AI three-way match agent

Packaged AI agent for three-way matching and exception routing, overlapping with the exception agent idea.

  • Phacet Labs

European AI agent for three-way matching and supplier mismatches in accounts payable.

  • Peakflo

AP automation vendor marketing AI agents for three-way matching and purchase order reconciliation.

  • Riff

AI agent playbook for matching purchase orders to invoices in procurement.

Risks

  • Crowded: Pagero, Sovos, Storecove and Avalara already sell e-invoice compliance
  • Each country's rules and timelines differ, and dates slip
  • Payment take rates on SMB bill pay are thin unless cards are involved
