Outage Map: cloud and fourth-party concentration under DORA for EU fintechs

Maps which critical services and vendors ultimately run on one cloud region. DORA ICT-risk leads at EU fintechs pay.

Competitive · Google Cloud outage hits European banks

Written for: Small startup team

Next step

Call the DORA register owner at an EU EMI that runs on Google Cloud and ask whether they could name, during yesterday's outage, which of their vendors were down for the same reason.

Why now

DORA already requires a register of ICT third parties and exit plans, but most firms keep it as a spreadsheet of direct vendors. The outage showed the real exposure sits a layer deeper: vendors of vendors that share the same cloud. Supervisors will ask firms to show they understood that concentration.

What became possible

Nothing new in the technology. Infrastructure-as-code files, DNS and IP-range lookups, and vendor status pages already let you infer where a service and its SaaS vendors are hosted. What changed is the evidence of harm: one Google Cloud outage took down banking operations across Europe at once.

Two ways in

  1. Fourth-party concentration scan

Reads Terraform and Kubernetes configs plus the DORA vendor register, resolves each vendor's endpoints to its cloud and region, and outputs a concentration map with a list of critical functions that share a single point of failure.

The broad space is taken. Plenty of TPRM and DORA GRC vendors already claim fourth-party or nth-party mapping and DORA concentration reporting, including Bitsight, SecurityScorecard, Panorays, Prevalent, Black Kite and ThingsRecon.

Full competition notes (10 competitors)

The broad space is taken. Plenty of TPRM and DORA GRC vendors already claim fourth-party or nth-party mapping and DORA concentration reporting, including Bitsight, SecurityScorecard, Panorays, Prevalent, Black Kite and ThingsRecon. Firefly already flags single-region dependencies in a firm's own IaC and markets that as DORA resilience. So "concentration risk for DORA" will not stand out as a pitch. What I could not find was a product that joins all three layers: the firm's own Terraform and Kubernetes footprint, the vendor endpoints listed in its DORA Register of Information resolved to a specific cloud provider and region, and the critical or important functions recorded in that register. Joining them would produce one region-level single-point-of-failure map, for example: payments, KYC and core ledger all end up in AWS eu-west-1 or Frankfurt. Existing TPRM tools look from the outside at the vendor level and usually stop at "uses AWS". Firefly looks only inside the firm's own cloud. StatusGator's outage impact posts are generic and not tied to any firm's register. The outage replay report looks especially open. Nobody seems to offer a ready-to-file "what would have broken here" report for the board and supervisor within hours of an incident, built from the firm's own register and functions. The demand trigger is real, too: the October 2025 us-east-1 outage hit EU and UK banks. To win, a new entrant would need to be good at resolving endpoints to regions, which is hard because of CDNs, multi-region vendors and vendors that disclose little. It would also need to import and export the xBRL-CSV register format and keep onboarding light for small Lithuanian and Irish EMIs, who may not want another heavyweight GRC tool. The risk is that Bitsight or Panorays adds region-level resolution and incident replay as features. A focused startup would need to move fast, and might eventually sell into those platforms or partner with them.

  • Bitsight (fourth-party / nth-party discovery)

Monitors vendors' external attack surface and automatically finds the products they use, which gives fourth- and nth-party visibility. Bitsight publishes 2026 guidance on mapping fourth-party concentration, including the share of critical vendors that rely on each provider. It works from the outside in. It does not read the customer's own Terraform or Kubernetes, and it does not map dependencies to cloud regions or DORA critical functions.

  • SecurityScorecard Automatic Vendor Detection

Sold as a way to light up the tech stacks of third and nth-party vendors and spot concentration risk. It is a general TPRM product, not built for DORA, and does not appear to tie dependencies to the customer's own infrastructure or to cloud regions.

  • Panorays

TPRM platform aimed at DORA. It offers one-click Register of Information reports, says it finds 4th and 5th party risk, and reports on ICT concentration risk. The work happens at vendor and questionnaire level, with no mapping of internal infrastructure or regions.

  • Prevalent / Mitratech

DORA third-party risk module covering the vendor inventory, mapping of fourth and Nth party dependencies, and concentration reporting. This is GRC tooling built on questionnaires and assessments.

  • Black Kite

Outside-in vendor risk intelligence that treats concentration risk as a portfolio-level problem across shared providers. It competes for the same TPRM budget.

  • Rescana

Vendor risk product. Its content recommends grouping vendors by shared dependencies such as cloud provider and region, identity provider and CDN, which overlaps with the region-level concentration map pitch.

  • ThingsRecon

External attack-surface and third-party risk tool that maps supplier dependencies to DORA and NIS2 articles and runs continuously. It is a direct option for a buyer looking for DORA supply-chain mapping.

  • Firefly (Cloud Resilience Posture Management)

An IaC- and cloud-inventory platform with DORA positioning. It scores recovery readiness, checks failover paths and flags single-region dependencies in the customer's own cloud. This covers the internal Terraform half of the scan, but not vendor endpoints or the DORA register.

  • StatusGator

Aggregates vendor status pages. After incidents it publishes analyses of which SaaS providers were hit by an AWS zone or region outage, with confidence levels. This is close to the raw material for an outage replay, but it is not tied to a particular firm's vendor register or critical functions.

  • Corporater / BA Copilot (operational resilience mapping)

GRC and operational resilience tools for mapping important business services to their dependencies under DORA. Mapping is manual or semi-manual and does not resolve cloud regions automatically.

Risks

  • GRC suites (ServiceNow, OneTrust) add similar mapping to their DORA modules
  • Vendor hosting inference is imperfect behind CDNs
  • Compliance spend in Europe moves slowly outside deadline windows
