GENIUS Pack: monthly reserve reports and supply reconciliation for OCC-supervised stablecoin issuers

Turns custodian statements and onchain supply into exam-ready monthly reserve reports. Banks and trust companies issuing stablecoins pay.

Competitive · OCC finalises GENIUS Act rule

Written for: Small startup team

Next step

Call the controller at a mid-size bank or trust company that has announced a stablecoin pilot and ask how they plan to produce their first monthly reserve report under the OCC final rule, and who is doing it today.

Why now

Once the rule is final, banks and trust companies with stablecoin pilots have to produce recurring reserve and supply evidence that examiners and accountants will check. The ABA's attack on the OCC's silence about third-party rewards shows the rewards boundary will keep moving, which adds a second compliance line to track. Fintech teams that know reconciliation can build this faster than a bank's internal IT.

What became possible

This is a regulatory change, not a technical one. The OCC has published its final rule implementing the GENIUS Act, so issuers under federal supervision now have a fixed set of obligations to build against instead of a draft.

Two ways in

  1. Reserve report pipeline

Pulls custodian and bank statements and onchain supply across every chain the token is issued on. It reconciles them daily and produces the monthly reserve-composition report and working papers in the format an accountant can examine.

    $5–15k per issuer per month
  2. Rewards boundary tracker

The rewards boundary tracker looks thin and mostly unserved by software, but demand is uncertain. The OCC's final rule dropped the proposed rebuttable presumption against third-party yield arrangements. That makes exchange rewards programmes less risky in the near term, although the ABA's push in Congress keeps the question open. Today law-firm trackers cover this, so it is probably a feature or add-on rather than a standalone business.

Full competition notes (9 competitors)

The reserve reconciliation layer is getting crowded. Chainlink, Protofire, Space and Time and Accountable already reconcile multichain supply against reserves. White-label issuers like Paxos, Coinbase and Bridge, plus chartered platforms like Anchorage, handle reporting for many bank issuers, which removes the need for a separate tool. The open segment is narrower. It is mid-size banks and trust companies that issue under their own charter rather than white-labeling, and whose controller needs a GAAP, fair-value report in the format the regulators specified, plus working papers an accounting firm can examine. The relevant formats are the OCC final rule's monthly reserve composition report, the OCC's proposed weekly confidential per-token form and quarterly form, and the CEO/CFO certification support. Existing proof-of-reserve vendors produce onchain feeds or custom builds, not accountant-ready workpapers. Crypto subledgers like Bitwave and Cryptio have not shipped an issuer-specific product yet, but they could move fast. To win, a new entrant would need deep integration with bank core systems and custodians, and probably a partnership with a mid-tier attestation firm. The pool of self-issuing mid-size banks is small, and their timing depends on the January 18, 2027 effective date. • Chainlink Proof of Reserve / Secure Mint (CRE)

Connects bank APIs and custodian data to onchain supply. A decentralized oracle network reaches consensus on reserve values, and Secure Mint can gate minting on verified reserves. This is the default onchain reserve feed, but it publishes a consensus number. It does not produce GAAP working papers or the monthly report.

  • Protofire Proof of Reserve

The closest match to the reserve pipeline idea. It is a services firm that builds continuous reconciliation of onchain supply against offchain holdings for stablecoin and tokenized-fund issuers, and it sells the result as an exam-ready monthly reserve readout. It says it does not attest itself and cites prior work with Armanino. It looks like custom builds, not a packaged SaaS product.

  • Space and Time (continuous proof of reserves)

Indexes onchain token state alongside offchain reserve and custody data, reconciles supply against backing, and attaches a cryptographic proof to each result. The positioning is crypto-native verifiable compute, not controller workflow.

  • Accountable

Privacy-preserving proof of reserves and liabilities built on zkTLS and secure enclaves, with a real-time dashboard. Noon Capital is its first public deployment. It aims at crypto-native issuers rather than bank controllers.

  • Truebit

Positions certified transcripts of the API calls that feed reserve systems (Fed, custodian and Treasury data) as GENIUS Act compliance evidence for banks. So far this is thought-leadership. I found no confirmed packaged product.

  • Paxos white-label issuance

Issues stablecoins for PayPal (PYUSD) and SoFi (SoFiUSD, reported as the first US national bank white-label stablecoin), with reserves, custody and compliance handled in-house. Banks that go white-label never need a separate reserve-reporting tool. Coinbase and Bridge sell similar stacks.

  • Anchorage Digital Bank

An OCC-chartered issuer that already publishes monthly reserve reports examined by an independent accountant for USDtb and USDPT. It shows that issuers with platforms build this capability themselves, and Anchorage could package it for bank clients.

  • Bitwave

A crypto subledger and accounting platform that is publishing GENIUS Act finance and accounting content. It and peers such as Cryptio, TRES and Lukka are natural adjacent entrants for supply and wallet reconciliation. I found no dedicated issuer reserve-report product from any of them.

  • Big law and Big Four GENIUS Act trackers (e.g., Paul Hastings Crypto Policy Tracker, EY)

The current substitute for the rewards boundary tracker. Law-firm policy trackers and advisory work cover the OCC yield rule, the ABA challenge and congressional moves. They are free or bundled with legal fees and are not partner-by-partner monitoring software.

Risks

  • The number of issuers is small, so each sale matters and sales cycles are long
  • Big audit firms and incumbent issuers' own tooling may own this work
  • We have not read the final rule text, so reporting requirements must be checked against it before building

Strong tech readiness and team fit; open space is the weak point (5).
